Philippines dragging the chain on liberalisation
The past two weeks have seen some big liberalisation moves,
including the historic US-EU 'open skies' agreement; a proposal
for sweeping liberalisation of regional airport access by Japan; an India-led
proposal to remove restrictions on services between capital cities of South
Asian Association for Regional Cooperation countries, and even a Moroccan proposal
to liberalise air transport in the five-member Arab Maghreb Union region (Libya,
Tunisia, Algeria, Morocco and Mauritania) by 2008.
