US DoT tentatively awards slot-pairs at Mexico City, New York JFK airports

US Department of Transportation (DoT) tentatively proposed (02-Mar-2017) to assign 24 slot-pairs at Mexico City Juarez International Airport and four slot-pairs at New York John F Kennedy International Airport to the following carriers:

• Alaska Airlines at Mexico Airport:
• • Two slot-pairs for Mexico City-Los Angeles service, as part of phase one;
  • One slot-pair for Mexico City-San Francisco service, as part of phase one;
  • One slot-pair for Mexico City-San Diego service, as part of phase one;
• JetBlue Airways at Mexico Airport:
• • Two slot-pairs for Mexico City-Fort Lauderdale service, as part of phase one;
  • Two slot-pairs for Mexico City-Orlando service, as part of phase one;
  • Two slot-pairs for Mexico City-Los Angeles service, as part of phase two;
• Southwest Airlines at Mexico Airport:
• • Two slot-pairs for Mexico City-Houston William Hobby service, as part of phase one;
  • One slot-pair for Mexico City-Fort Lauderdale service, as part of phase one;
  • One slot-pair for Mexico City-Los Angeles service, as part of phase two;
• Volaris at Mexico Airport:
• • One slot-pair for Mexico City-San Antonio service, as part of phase one;

DoT's tentative assignment permits most of the proposals by all applicant carriers at both airports to be accommodated. The department decided to fully grant the requests of Alaska, JetBlue, and Southwest, tentatively finding these carriers to be the "best positioned and most likely to provide the competition necessary to discipline the Delta/Aeromexico joint venture."
