Portugal’s Government asked Lufthansa and Air France-KLM to submit binding bids by 29-Jul-2026, stressing the buyer choice depended on commitments beyond price, including strengthening TAP’s network across Portugal’s nine other airports as well as Lisbon.1 Lufthansa later submitted a minority-stake bid, positioning Lisbon as a strategic South Atlantic hub and citing 353 weekly Portugal frequencies plus a planned 55,000sqm Lufthansa Technik facility by 2028.2 Air France-KLM also lodged a binding offer for up to 49.9%, backed by Delta, proposing Lisbon as its sole southern European hub and expanding MRO in Portugal.3
