India's private airport operations seeking airport user charges based on aeronautical revenues

India's Airport Economic Regulatory Authority (AERA) was urged by India's six private airport operators,to determine airport user charges on the basis of aeronautical revenues only (ie not including non-aeronautical charges) which (Economic Times, 05-Apr-2010). The six operators AERA handle over 60% of India's airport passenger. They reportedly indicated that airport tariffs will be fixed on a single-till model, a method of cross-subsidising aeronautical charges with non-aeronautical revenues, rather than utilising the dual-till method.
