Long Thanh International Airport

Long Thanh International Airport is an airport development project which is planned to alleviate traffic congestion at Ho Chi Minh City Tan Son Nhat Airport. In the first phase, a 4000m long runway, taxiways and aprons will be developed to exceed its capacity of 25 million passengers p/a and 1.2 million tonnes of cargo p/a by 2025. In the second, Airports Corporation of Vietnam will develop the second runway and expand the passenger terminal to raise capacity to 50 million passengers and 1.5 million tonnes of cargo p/a. Then in the final phase, the USD16 billion (total) project is designed to have a capacity for 100 million passengers and five million tonnes of cargo p/a by 2050. The proposed airport is to be located 40km northeast of Ho Chi Minh City Tan Son Nhat Airport.

Apr-2024. Airports Corporation of Vietnam (ACV) requested authorities in Dong Nai expedite a handover of remaining sites necessary for Long Thanh International Airport's first phase. ACV stated challenges remain in site clearance at the interchange between the T1 road and the Bien Hoa-Vung Tau expressway project. ACV noted 9% of the land is not ready for the start of construction.

Mar-2024.

26-Mar-2024. Vietnam's Deputy Prime Minister Tran Hong Ha directed the Ministry of Transport to speed up an investor selection process for component 4 of the Long Thanh International Airport project. Component 4 will consist of a freight terminal, aviation logistics section, aircraft maintenance section, catering service and operational centres of carriers. 

14-Mar-2024. Civil Aviation Authority of Vietnam (CAAV) announced Airports Corporation of Vietnam (ACV) and a consortium of contractors launched a competition to complete the construction of Long Thanh International Airport's runway before 30-Apr-2025.

07-Mar-2024. Airports Corporation of Vietnam (ACV) stated it is researching a proposal to build a second runway at Long Thanh International Airport (VN Economy, 07-Mar-2024). The proposal was made during a working session with the National Assembly's supervision delegation. Construction of the airport's first runway is due to be completed before 30-Apr-2025, three months earlier than expected. The airport's taxiway and aircraft parking lot are expected to be completed before Jun-2025.

Feb-2024. Vietnam's Prime Minister Pham Minh Chinh emphasised construction of Long Thanh International Airport must be completed by mid 2026. Mr Pham requested contractors take advantage of favourable dry season weather and mobilise human resources and vehicles to work 24/7 with three shifts of four crews.

Jan-2024. Vietnam's Government assigned an additional VND966.7 billion (USD39.7 million) from the central budget towards land recovery, compensation and resettlement support at Long Thanh International Airport.

Dec-2023. Dong Nai Provincial People's Committee allocated more than 900 hectares for construction of new Long Thanh International Airport.

Nov-2023.

16-Nov-2023. Civil Aviation Authority of Vietnam (CAAV) announced contractors have mobilised over 1000 personnel and 400 pieces of equipment and machinery to the construction site at Long Thanh International Airport. The contractor consortium has completed the erection of two concrete stations and is preparing to erect two more concrete stations on the construction site and additional stations outside to serve the project. The construction of public service roads in the station has reached 80% with a total length of 3690m. Construction of the gate and fence of the station has reached more than 70% completion.

07-Nov-2023. Airports Corporation of Vietnam (ACV) reported around 8km of fence construction within 1810 hectares of Long Thanh International Airport's phase 1 in Binh Son commune has been completed.

03-Nov-2023. Vietnam's Dong Nai province handed over 100% of the clean site to Airports Corporation of Vietnam (ACV) for the construction of Long Thanh International Airport's phase 1. ACV received a handover of 2532 hectares of land, including 1810 hectares in the construction area and 722 hectares in the land reserve area. ACV noted two traffic routes connecting to the project have not been completely handed over. As of Oct-2023, total volume of excavation and levelling performed was approximately 102 million sqm out of 115 million sqm, over 88% of the total construction volume. 

Sep-2023. Vietnam's Prime Minister Pham Minh Chinh launched a groundbreaking ceremony for construction of Long Thanh International Airport's T3 passenger terminal on 31-Aug-2023. The Vietur consortium, led by IC Ictas Construction, won the contract for the terminal building. The consortium plans to complete the phase, which includes the terminal building and equipment installations, within 39 months. Over 10,000 employees are expected to work on the project.

28-Aug-2023. Airports Corporation of Vietnam (ACV) selected Vietur as the contractor for construction and equipment installation of Long Thanh International Airport's passenger terminal. ACV expects the terminal package 5.10 to start immediately after the contract with Vietur is signed from 25-Aug-2023 to 30-Aug-2023. 

25-Aug-2023. Airports Corporation of Vietnam (ACV) stated construction of Long Thanh International Airport's passenger terminal is scheduled to commence on 26-Aug-2023.

15-Aug-2023. Vietnam's Ministry of Planning and Investment (MPI) directed Airports Corporation of Vietnam (ACV) to address proposals from the Hoa Lu consortium related to Long Thanh International Airport's terminal package 5.10. MPI received two successive proposals from the consortium for the package, which involves construction of and equipment installation for the passenger terminal of part three of the airport project. ACV will review and address content proposed by the Hoa Lu consortium to avoid any delays in the project's timeline. 

01-Aug-2023. Airports Corporation of Vietnam (ACV) issued a notice stating Vietur has met technical requirements to undertake phase 1 construction of Long Thanh International Airport's passenger terminal.

Jul-2023.

6-Jul-2023. Airports Corporation of Vietnam (ACV) reportedly plans to accelerate the process of selecting a contractor for Long Thanh International Airport's passenger terminal construction. Bidding is due to be completed in Jul-2023, with construction of the terminal now expected to commence in Aug-2023. 

4-Jul-2023. Airports Corporation of Vietnam (ACV) received bids from three consortiums for a tender package to construct Long Thanh International Airport's passenger terminal. The consortiums consist of CHEC-BCEG-Vietnam Contractors, Hoa Lu and Vietur. ACV said it may take one and a half months to assess the consortiums in terms of equipment, human resources, experience and financial capacity. The company expects to conduct negotiations and sign agreements with the bidding winners in Sep-2023. The bidding package involves the construction and installation of equipment for the passenger terminal.

Jun-2023. Airports Corporation of Vietnam (ACV) closed documents for a bidding package for the construction and installation of Long Thanh International Airport's terminal on 12-Jun-2023. ACV reportedly received three or four bids, including domestic and international contractors and JV contractors. ACV will open the dossier and judge the bids in around two months, and will negotiate to sign the contract if there is a successful contractor.

May-2023. Airports Corporation of Vietnam (ACV) launched a VND2.8 trillion (USD119.32 million) bidding package for construction of two connecting roads to Long Thanh International Airport. The contract implementation time is over 900 days for one 4km road and one 3.5km road. ACV requires participating bidders have a bid security amount of over VND53 billion (USD2.26 million).

Apr-2023.

28-Apr-2023. Airports Corporation of Vietnam (ACV) extended the bidding period for the second time for the construction and installation of Long Thanh International Airport's passenger terminal. The new bid closing time has been extended to 12-Jun-2023.

19-Apr-2023. Vietnam's Prime Minister Pham Minh Chinh signed and promulgated a decision to establish a working group for the construction of Long Thanh International Airport Phase 1. The group will assist Mr Pham in directing, urging and review relevant ministries, branches and agencies in solving important and interdisciplinary issues. They will also handle difficulties and obstacles, removing mechanisms in a "timely manner".

14-Apr-2023. Vietnam's Deputy Prime Minister Tran Hong Ha requested relevant parties expedite measures to prevent red soil dust at Long Thanh International Airport from impacting nearby residential areas.

Mar-2023.

30-Mar-2023. Airports Corporation of Vietnam (ACV) extended the bid invitation period for construction of Long Thanh International Airport's passenger terminal by one month until 28-Apr-2023. ACV also adjusted the implementation time of the bidding package in the bidding documents from 33 to 39 months.

16-Mar-2023. Vietnam's Deputy Prime Minister Tran Hong Ha inspected Long Thanh International Airport on 13-Mar-2023 to preside over meetings with ministries, branches and localities to review progress and remove obstacles. Airports Corporation of Vietnam said construction packages have been selected and contractors have all been completing assigned tasks ahead of schedule. Items including infrastructure, ancillary works, traffic connections are delayed but can still be completed in 2025. Deputy Minister of Transport Le Anh Tuan emphasised the importance of the construction package of Long Thanh International Airport's terminal body.

07-Mar-2023. Airports Corporation of Vietnam (ACV) proposed the Ministry of Transport postpone the completion of Long Thanh International Airport's passenger terminal from 2025 to 2026. ACV requested technical design consultants re-evaluate construction time due to unsuccessful bidding and suggestions from some bidders.

Feb-2023. Vietnam's Deputy Prime Minister Tran Hong Ha requested Dong Nai Province and Airports Corporation of Vietnam expedite the clearance of remaining areas to deliver all sites of Long Thanh International Airport's first phase in 1Q2023. Mr Tran requested the locality focus on rehabilitation, support and compensation for residents. As of late Jan-2023, the province has handed over 2430 among 2532 hectares of phase one.

Jan-2023. Vietnam's Ministry of Transport instructed Airports Corporation of Vietnam to establish new criteria on costs and a completion schedule to select qualified contractors for the Long Thanh International Airport terminal project. 

Dec-2022. Airports Corporation of Vietnam (ACV) cancelled a bidding package of over VND35 billion (USD1.48 million) for the construction of Long Thanh International Airport's passenger terminal. ACV stated the cancellation was due to all bids not meeting document requirements. It will now organise a re-bid which will take at least 45 days.

Nov-2022. Vietnam's Ministry of Transport urged the People's Committee of Dong Nai Province to handover the remaining land required for the construction of Long Thanh International Airport by Nov-2022, to enable construction works during the dry season from Oct-2022 until Jun-2023. The Ministry said 97.7% of the land required for the project has been handed over to date. The Government is aiming for the airport to commence operations in Sep-2025.

Sep-2022.

• 14-Sep-2022. Vietnam's Deputy Minister of Transport Le Anh Tuan requested relevant parties speed up work on the under-construction of Long Thanh International Airport, so that the project's first phase can be put into operation from National Day on 02-Sep-2025. Mr Le said several aspects of work are behind schedule, including land handover, investment preparation and approval procedures. Construction of the first phase was delayed due to capital allocation issues. He urged Airports Corporation of Vietnam (ACV) and the Civil Aviation Authority of Vietnam to work closely in ensuring the first flight is operated on 02-Sep-2025. The Ministry added two road projects leading to the airport are expected to commence in Dec-2022. 
• 13-Sep-2022. Civil Aviation Authority of Vietnam (CAAV) reported construction of the pile foundation package for Long Thanh International Airport's passenger terminal has been completed two months ahead of schedule. The construction of 15 experimental piles and 1545 mass piles has been completed. Airports Corporation of Vietnam stated the package of levelling and drainage has faced difficulties due to continuous rainy weather. Despite these conditions, construction work has reached the set schedule and the total accumulated volume has so far reached 15.87 million sqm. 

Jul-2022. Airports Corporation of Vietnam (ACV) reported up to now, construction work on Long Thanh International Airport is ahead of schedule compared to set requirements. The drainage levelling package has dug and filled over 14 million square metres, of which the entire core area of ​​the station has been completed in May-2022. ACV added the pile foundation package for the passenger terminal has completed the construction of test piles, testing, load testing and mass construction reaching over 87%.

Feb-2022. Airports Corporation of Vietnam (ACV) launched the construction of ground levelling and drainage items as part of Long Thanh International Airport's phase one. ACV stated in 15 months it has deployed and completed the work of clearing mines and explosives. 

Jan-2022. Airports Corporation of Vietnam (ACV) reported it aims to complete the first phase of Long Thanh International Airport in Jun-2025, six months earlier than the plan set by the National Assembly. ACV has received over 2600ha of land for the first phase of the project and part of the land for the second phase. 

Nov-2021. Vietnam's Minister of Transport (MoT) Nguyen Van The committed to completing the first phase of Long Thanh International Airport, to be put it into operation at the end of 2025. Over the past 11 months, the Airports Corporation of Vietnam has completed 75% of a 9km fencing system around the airport and 75% of bomb and mine detection and clearance work.

Sep-2021. Vietnam's Ministry of Transport reported Long Thanh International Airport's first phase is due to be completed by 1Q2025. Airports Corporation of Vietnam has conducted around 65% of the bomb and mine clearance work, which is expected to be complete in Dec-2021. This will make land available for the construction of the passenger terminal's foundations in Feb-2022. The terminal is due to be completed in Jun-2025, with an air traffic control tower to be built between Jan-2023 and Jan-2025. 

Jul-2021. Vietnam's Ministry of Transport (MoT) reported Long Thanh International Airport's site clearance work is only at around 50% compared to the original plan, with around 1200ha of 2532ha recovered. The Ministry stated: "If the land clearance is not completed on time, the overall construction of the first phase of the project will be impacted". Clearance was originally due to be completed by the end of Jun-2021. 

Jun-2021. Vietnam's Ministry of Transport requested investors of four components of the Long Thanh International Airport project complete construction and equipment installation before 31-Mar-2025. This is to ensure the acceptance and trial operation of the first phase of the project in 2Q2025. Civil Aviation Authority of Vietnam has been assigned to coordinate with the Transport Engineering Construction and Quality Management Bureau, to direct construction and approve a plan to develop the components before 08-Jul-2021.

Apr-2021. Airports Corporation of Vietnam (ACV) reported work on the construction of Long Thanh International Airport's terminal will commence in early 2022. An ACV representative added bomb and mine detection and disposal is currently being executed.

Jan-2021. Airports Corporation of Vietnam (ACV) commenced work on the first phase of the airport on 05-Jan-2021. The first phase plans to accommodate 25 million passengers and 1.2 million tonnes of cargo per year. It is expected to be completed in 2025.

Aug-2019. Vietnam's National Assembly chairwoman Nguyen Thi Kim Ngan said private businesses should be encouraged to invest in airport projects across the country, especially Long Thanh International Airport.

May-2019. Dong Nai Province's Government adjusted the amount of landed need for phase one of Long Thanh International Airport's development from 1165 hectares to 1810 hectares. In total, approximately 5000 hectares of land will be required for the airport's construction, displacing more than 5000 local households. Of the approximately 15,000 people affected by the project, 70% are engaged in farming. 

Feb-2019. Airports Corporation of Vietnam (ACV) chairman Lai Xuan Thanh said the group is prepared to invest up to USD1.5 billion in the first phase of Long Thanh International Airport's development. In its proposal to the Ministry of Transport, ACV said its initial contribution will fund major airport infrastructure including the terminal, runways, car parks and cargo storage facilities. The total cost of the project is estimated to be USD5.4 billion, with phase one due for completion by 2025.

Jan-2019. Airports Corporation of Vietnam (ACV) submitted a proposal to Vietnam's Ministry of Transport to invest in Long Thanh International Airport's passenger terminal, including development of the aircraft apron, runway, fuel distribution system, car parking and cargo terminal. ACV chairman Lại Xuân Thanh said the group would invest up to USD1 billion into the project. Phase one of the airport's development is expected to cost USD5.4 billion.

Nov-2018. Airports Corporation of Vietnam (ACV) called on the Vietnam Government to support the progress of the site clearance and resettlement project at Long Thanh International Airport. The ACV proposed the government hold a meeting to listen to the project consultant's report and hire a consultant for the evaluation of the project.

Nov-2018. Dong Nai Province is scheduled to hand over 1165ha of land to Long Thanh International Airport in 2019 to prepare for the first phase of the airport's development.

Nov-2018. Vietnam Deputy Prime Minister Trịnh Đình Dũng approved a feasibility report for a land clearance, compensation and resettlement project at Long Thanh International Airport. The project will see 5000 hectares of land acquired to make way for the airport's planned development with 364 extra hectares acquired for the construction of two resettlement sites. Approximately 4000 local households and 26 organisations will be relocated.

Oct-2018. Vietnam's Transport Minister Nguyen Van The stated the Government is likely to approve Long Thanh International Airport's site clearance plan in Nov-2018. Mr Nguyen added funding for the clearance project will be available immediately following its approval. Phase one of the site clearance will cost approximately VND23 trillion (USD987 million).

Aug-2018. Vietnam's Government reported the following updates on the Long Thanh International Airport project:

• Ministry of Transport and Communications and Ministry of Planning and Investment to collaborate on preparing a feasibility study for phase 1 of the airport project. Ministry of Planning and Investment to propose the establishment of a State Appraisal Council upon receipt of the study by the Prime Minister;
• Airport's total capacity to be 100 million passengers and five million tonnes of cargo p/a;
• Airport to be capable of handling A380 or equivalent aircraft;
• Phase 1 to include a runway and passenger terminal capable of handling 25 million passengers and 1.2 million tonnes of cargo p/a;
• Phase 1 expected to be completed and operational by 2025 at the latest.

Jul-2018. Airports Corporation of Vietnam appointed Groupe ADP to conduct the feasibility study for Long Thanh International Airport following a competitive tender process. Details include:

Contract to last 14 months and forms part of phase one of the airport's development;
Study to conclude in time for final inspections and approvals of the projects to be carried out by Vietnam's national assembly before autumn 2019;
Airport objectives include handling 25 million passengers p/a, along with the construction of a runway, new passenger terminal, control tower and all necessary support facilities;
Airport scheduled for commissioning by 2025.

Jun-2018.  Vietnam's Ministry of Transport stated expansion plans for Ho Chi Minh City Tan Son Nhat Airport are being finalised by the Civil Aviation Authority of Vietnam and other relevant government departments to be submitted to the Ho Chi Minh City People's Committee for approval in Jun-2018

Apr-2018. Vietnam's Deputy Prime Minister Trinh Dinh Dung reaffirmed the Government's commitment to commence construction of Long Thanh International Airport by the end of 2019. Mr Trinh also instructed the Ministry of Transport to expedite the production of a feasibility study on the the airport and submit it to the National Assembly in 2019 for consideration.

Mar-2018. Vietnam's Ministry of Transport (MoT) approved a proposal by Airports Corporation of Vietnam to award a contract for the basic design of a passenger terminal at Long Thanh International Airport to South Korea's Heerim Architects & Planners.

Feb-2018. Airports Corporation of Vietnam issued a tender for the preparation of a feasibility study into phase 1 of the development of Long Thanh International Airport. The scope of works also includes consultancy services. 

Nov-2017. Vietnam Deputy Minister of Transport Nguyen Van Cong presented the feasibility study for Long Thanh International Airport land acquisition, support and resettlement. Land acquisition project is estimated at VDN23 trillion (USD1 billion). The budget allocated for the project is VDN5 trillion (USD219.4 million). 

Oct-2017. Vietnam's Ministry of Transport submitted a feasibility study to the National Assembly on the land acquisition, compensation, support and resettlement programme for Long Thanh International Airport. Details include:

• Recent survey indicates 100% of households in impacted areas will require compensation;
• Two suitable resettlement sites identified in Loc An Binh Son and Binh Son;
• Projected cost of project including compensation and resettlement: VDN23 trillion (USD1 billion), with the government to contribute 95% of funding;
• Focus on job training, job creation and infrastructure projects in resettlement areas.

The National Assembly will consider the study for legislative approval in 2019.

Aug-2017. Dong Nai People's Committee suspended development licences of projects around the proposed Long Thanh International Airport site until completion of the airport's feasibility study.

Jul-2017. Vietnam Deputy Prime Minister Trinh Dinh Dung assigned the Ministry of Transport (MoT) to finalise the architectural design for Long Thanh International Airport's terminal. The winning terminal design is expected to be the Lotus Flower submission by tender LT-03, as selected by the independent advisory team comprising of technical experts. MoT was tasked to coordinate with all relevant parties to perfect the design and commence first phase of the feasibility study.

Jun-2017.

29-Jun-2017. Vietnam's Vice Minister of Transport Le Dinh Tho confirmed land clearance for the development of Long Thanh International Airport is targeted to be complete in 2017. Construction is scheduled to commence in 2019 and be complete by 2025.

15-Jun-2017. Vietnam's Minister of Planning and Investment Nguyen Chi Dung reported a VND18 trillion (USD793 million) funding shortfall for site clearance works for the Long Thanh International Airport project. The project will also require VND23 trillion (USD1 billion) for compensation for private land and home purchases, as well as resettling. The initial phase of the airport is projected to require VND114 trillion (USD5 billion) in investment.

Mar-2017. Airports Corporation of Vietnam (ACV) selected its preferred design for Long Thanh International Airport terminal, subject to approval by the Vietnam Prime Minister. The project is estimated to cost VND336.63 trillion (USD14.76 billion).

Feb-2017.

15-Feb-2017. Long Thanh International Airport board members met (14-Feb-2017) with Vietnam's Minister of Transport Truong Quang Nghia to review three proposed architectural terminal plans. The plans will be ranked and submitted to Prime Minister Nguyen Xuan Phuc as part of the consultation process.

14-Feb-2017. Long Thanh International Airport developers plan to visit Seoul Incheon International Airport and major US airports to incorporate certain design features. Specialists on the project expressed a focus on infrastructure in surrounding areas and developing neighbouring industrial zones. Phase one of construction is expected to be completed in 2025 with a capacity of 25 million passengers and 1.2 million tons of cargo p/a.

Nov-2016. Airports Corporation of Vietnam (ACV) revealed a general timeline for Long Thanh International Airport development project:

• Phase I will develop one runway and passenger terminal along with supporting facilities capable of handling 25 million passengers and 1.2 million tonnes of cargo p/a. Scheduled to complete and commence operation by 2025;
• Phase II will develop the second runway and passenger terminal to raise capacity to 50 million passengers and 1.5 million tonnes of cargo p/a. Scheduled to complete and commence operation by 2035;
• Phase III will complete the project with further expansions to reach a capacity of 100 million passengers and 5 million tonnes of cargo p/a. Scheduled to complete by 2050. 

Oct-2016. Vietnam estimated the total cost of Long Thanh Airport development project to cost VND363.9 trillion (USD16.3 billion) which includes land clearance and acquisition, development of access roads, cargo, catering and other supporting facilities.

Jul-2016. Airports Corporation of Vietnam (ACV) announced the Long Thanh International Airport development project might be delayed by two years due to longer than expected preparatory processes. The new project timeline is as follows:

• Tender selection for architectural design will be delayed from Jul-2016 to Sep-2016;
• Tender selection for feasibility study will be delayed from 2H2016 to Jan-2017;
• Finalise feasibility report by 4Q2018;
• Commence bidding for construction contractors in Nov-2019;
• Negotiate and finalise contracts with construction contractors by Mar-2021;
• Commence construction work in Apr-2021.

The project was initially scheduled to commence in late 2018. ACV estimates total investment required will increase to VND336 trillion (USD16.03 billion).

Mar-2016. Vietnam's National Assembly Economic Committee proposed the legislative body should apply a special mechanism for construction of the USD16 billion Long Thanh International Airport project in southern Vietnam. National Assembly Economic Committee chairman Nguyen Van Giau said the National Assembly needs to earmark the amount of government investment for the project early so that site clearance and compensation for resettlement can be conducted before the project's feasible study is approved. He also noted that if the current regulations are applied, the project would be unlikely to meet the deadline.

Feb-2016. 

29-Feb-2016. Vietnam Deputy PM Nguyen Xuan Phuc instructed the Ministry of Transport and Ministry of Construction to collaboratively organise a competitive tender for the design of Long Thanh International Airport. Tender is limited to designers with experience in similar scaled projects. 

23-Feb-2016. Vietnam Deputy Minister of Transport Nguyen Hong Truong stated he expects construction for Long Thanh International Airport development project to commence by the end of 2018, “can not be delayed further”. 

22-Feb-2016. Vietnam Ministry of Transport Deputy Minister Nguyen Hong Truong urged Airports Corporation of Vietnam to accelerate the tender process for Long Thanh International Airport feasibility study.

Dec-2015. Airports Corporation of Vietnam stated it will review and approve Long Thanh International Airport’s feasibility study tenders between Dec-2015 and early Jan-2016, with bidding process to commence by early Feb-2016. Deputy Minister of Transport Nguyen Nhat revealed the contract received interest from seven foreign investors from US, Japan, France and Netherlands.

Nov-2015.

27-Nov-2015. Vietnam Transport Minister Dinh La Thang signed Decision No. 4163 for the establishment of a steering committee to monitor Quang Ninh International Airport’s development project. The committee will be working with Quang Ninh Provincial People's Committee to ensure the project adheres with technical standards and progresses according to schedule.

11-Nov-2015. Vietnam’s PM Nguyen Tan Dung agreed to allow Dong Nai People’s Committee to commence planning for Long Thanh International Airport’s resettlement area project. Resettlement will be conducted after the airport development’s feasibility report is released in mid-2017. Airports Corporation of Vietnam is responsible for contracting a consultant for the feasibility study. With the current changes, resettlement could begin in 2018. The provincial government will be working with the Ministry of Planning and Investment, Finance, Transportation Research on compensation cost for the resettlement project.

06-Nov-2015. Vietnam Dong Nai province Government reported Long Thanh International Airport is expected to be operational by 2023 with development to commence in 2019.

Oct-2015.

21-Oct-2015. Airports Corporation of Vietnam (ACV) reported it will be conducting a competitive tender process for Long Thanh International Airport’s feasibility study in 2016. The feasibility study is expected to complete by 2018 with construction to commence in 2019.

19-Oct-2015. Dong Nai Province Vice Chairman Tran Van Vinh stated the Department of Construction and Long Thanh District authorities are working on zoning plans for the area surrounding Long Thanh International Airport. A total of 21,000ha will be reserved for residential projects, industrial companies, industrial orchards and plantations, farming, accommodation resorts and parks.

16-Oct-2015. Vietnam’s Department of Natural Resource and Environment (DoNRE) announced 4730 households with 15,000 people will be relocated for the development of Long Thanh International Airport. Site clearance is estimated to cost VND13.1 trillion (USD582.7 million). DoNRE proposed to establish a policy framework to guide the legal process of residence resettlement and compensation. Dong Nai province Government have zoned off 564ha of land to the north of the airport and will continue to reclaim 2557ha as part of the first phase of land acquisition. 1800 households will be affected during this phase and the cost involved is expected to be VND5 trillion (USD225 million). 

22-Sep-2015. Airports Corporation of Vietnam appointed the Ministry of Construction to undertake a budgetary analysis on the Long Thanh International Airport project. Chairman Nguyen Nguyen Hung advised the Ministry will conduct a price estimate for the project, while the ACV will organise the bidding documentations for publication. 

14-Sep-2015. Airports Corporation of Vietnam (ACV) submitted the research proposal for Long Thanh International Airport's redevelopment feasibility report. The initial stage will include data collection, fieldwork and air traffic calculations among other financial evaluations. The first stage is expected to take 18 months and will cost USD35.1 million, to be funded by ACV. The following stages will include setting up designs for the new airport. Japan International Co-operation Agency will be funding the USD6.9 million second stage which requires 15 months. ACV also propose to conduct a design competition for the airport terminal and ATC tower.

11-Sep-2015. Vietnam's Deputy Prime Minister Hoang Trung Hai ordered the Ministry of Transportation (MoT) to conduct a pre-feasibility study on the proposed Long Thanh International Airport. The USD16 billion airport is designed to have capacity for 100 million passengers and five million tonnes of cargo p/a. Mr Hai also called on the MoT to include Long Thanh Airport on the key national projects list citing the new airport is a large scale development under the public-private partnership programme.

Sep-2015. Vietnam’s Dong Nai State Department of Natural Resource and Environment estimated the site clearance compensation costs for Long Thanh International Airport at VND13.1 trillion (USD582.7 million). A total of 5000ha of land is needed for the airport and ancillary structures, to include company headquarters, religious buildings, defence infrastructure and other miscellaneous facilities. 15,000 people, living in a 1970ha area, will need to be relocated before the project can proceed.

Aug-2015.

26-Aug-2015. Vietnam's Prime Minister Nguyen Tan Dung declared Airports Corporation of Vietnam (ACV) as an investor for the Long Thanh International Airport development. The ACV plans to invest approximately USD3.2 billion under the investment plan for first phase developments, estimated to cost USD5.45 billion in total. The investment plan was pre-approved by the National Assembly in Jun-2015, outlining funding mechanisms for the new airport project. The ACV plans to raise capital via an equitisation programme.

17-Aug-2015. Dong Nai's Provincial Committee received expressions of interest from Made in USA Works LLC to participate in the Long Thanh Airport development, according to vice chairman Nguyen Phu Cuong. Made in USA Work Company chairman Mike Roberts met with Mr Cuong on 24-Aug-2015, and advised companies in Arkansas have experience in airport infrastructure developments and seek to cooperate with Vietnam on the project. Mr Cuong welcomed the offer, and advised US companies to "prepare their bids in accordance with statutory requirements of Vietnamese law."

10-Aug-2015. Airports Corporation of Vietnam advised the Ministry of Transportation (MoT) expand its feasibility study tender for the Long Thanh International Airport, proposing the appointed consultant also serve as project designer and architect. ACV said the additional design requirement to the tender will expedite the selection process, and facilitate development works. The airport operator recommended the appointment of Vietnam Air Management Corporation (VATM) as lead developer for the planning and construction of an air traffic control tower. A draft feasibility study outline is scheduled for delivery in Aug-2015, allowing the ministry to launch a Feasibility Study consultant tender by Oct-2015.

Vietnam's Ministry of Transportation (MoT) announced it established a steering committee for the proposed Long Thanh International Airport project.

Jul-2015. 

22-Jul-2015. Japan's Government is considering an overseas development assistance (ODA) grant for the Long Thanh International Airport development, according to the Japanese ambassador to Vietnam Hiroshi Fukada. The government is seeking "favourable conditions for Japanese firms involved in the project". Vietnam's Transport Minister Dinh La Thang welcomed the expression of interest, noting ODA investments will be "used for flight zones (runway, apron)" projects.

11-Jul-2015. Airports Corporation of Vietnam (ACV) CEO Le Manh Hung expects "a joint-stock company will be established" to develop Long Thanh International Airport, under a proposed public-public partnership scheme. The airport operator plans to "make capital contributions" and foreign investors will be invited to "join" the project development. However, Mr Hung advised, "decisions will be released by the Ministry of Transport" following the completion of a feasibility study.

08-Jul-2015. Vietnam's Transport Minister Dinh La Thang expects the feasibility study on the Long Thanh International Airport project will take two to three years, as the Ministry of Transport plans to tender the study via an international bidding process. 

06-Jul-2015. Airport Corporation Vietnam (ACV) plans to commence construction works on the new Long Thanh International Airport in 2019, according to director general Le Manh Hung. Design consultation processes on the USD16 billion project are expected to take approximately 15 to 17 months, while the investor selection and tender programme will take approximately six to eight months. Mr Hung said the goal of the Ministry of Transport is to launch service operations by 2023, following the completion of first phase works.

Jun-2015. 

26-Jun-2015. Airports Corporation of Vietnam (ACV) confirmed the investment policy of Long Thanh international Airport was approved by the National Assembly, allowing feasibility works on the proposed 4F standard development to commence. A mixed capital investment strategy will assist the government in financing the project, estimated to cost USD16 billion in total. Under the a public-private partnership programme, the three-phase project will "funded by the state budget, official development assistance, capital of the developers and partners." The airport will be operational by 2025, following the completion of first phase construction works. Long Thanh Airport will accommodate 25 million passengers p/a in the first phase, 50 million by the second, and is expected to handle 100 million passengers "and five million metric tons of cargo a year by its last phase." ACV added: "As stated in The resolution, The National Assembly has required the government to ask relevant agencies to prepare feasibility reports for each of the implementation phases, each of which must be approved before investment starts."

24-Jun-2015. Vietnam's National Assembly's Standing Committee called on the Government to appoint an independent consultant for the Long Thanh Airport feasibility study. The committee stated it is seeking clarification on socioeconomic impacts, total investment as well as the proposed acquisition of 2750ha for the new airport.

06-Jun-2015. Vietnam's Ministry of Transport presented its revised investment policy for the Long Thanh International Airport project to the National Assembly on 04-Jun-2015. Transport Minister Dinh La Thang stated the new proposal will deliver a reduction in overall investment for the project, highlighting the site clearance and resettlement measures will cost approximately USD454 million, down from USD989 million. First phase construction works will cost USD5.23 billion in total, USD2.6 billion lower than initial estimations. Ultimately, the cost will be over USD16 billion.

May-2015. 

21-May-2015. Dong Nai Provincial Government will reportedly conduct resettlement consultation processes in preparation of the Long Thanh International Airport, according to vice chairman Tran Van Vinh. The government developed two site clearance plans for the airport project, covering zoning requirements for the initial 5000ha development and the 2750ha revised plan. Mr Vinh reportedly stated Dong Nai's Department of Natural Resources and Environment will commence consultation processes, based on the 2750ha plan, with residents regarding compensation and employment opportunities. The department will deliver an assessment report to Vietnam's Government by the end of Jun-2015.

05-May-2015. Ho Chi Minh Association of Consultants in Science Technology and Management (HASCON) has reportedly called on Vietnam's National Assembly to abandon the proposed Long Thanh International Airport development, according to chairman Bach Phuc. Mr Phuc reportedly advised the association found "seven issues" with the new airport project, outlining concerns of socio-economic efficiency, constitutional appropriation, application to the national development scheme, design planning as well as "other obvious risks". HASCON has reportedly submitted a letter to the Ruling Communist Party, recommending the Government to reject the Ministry of Transport's development proposal.

Mar-2015. 

25-Mar-2015. Aeroports de Paris (ADP) will reportedly partner with Credit Suisse in raising approximately USD3 billion for the Long Thanh International Airport development.

24-Mar-2015. Aeroports de Paris (AdP) proposed it would invest approximately USD2.5 billion to USD3 billion in the Long Thanh International Airport project, according to Vietnam's Transport Minister Dinh La Thang.

10-Mar-2015. Vietnam's Executive Committee (Politburo) agreed to invest in Phase I of the Long Thanh International Airport, according to the office of Prime Minister Nguyen Tan Dung. The Ministry of Transport set a state funding ceiling of 30% for the entire airport project, estimated at USD15.8 billion. The Ministry revised the first phase of construction works, reducing the cost of construction to USD5.2 billion, following a review into the investment plan for the proposed airport. The new proposal aims to construct a one-runway airport to facilitate 30 million passengers p/a.

08-Mar-2015. Samsung will reportedly consider participating in construction and duty free tenders for Long Thanh International Airport, subject to the project's approval. The electronics company is reportedly undertaking a USD20 billion expansion plan, aimed at supporting transport projects in Vietnam. Samsung will launch a feasibility study on the proposed investment plan for the airport within the first quarter of 2015.

02-Mar-2015. Vietnam's Transport Minister Dinh La Thang has set a state funding ceiling for the Long Thanh International Airport project, stating the state budget will cover a maximum of 30% of total construction costs via public-private partnership and official development assistance (ODA) programmes. Mr Thang added the Airports Corporation of Vietnam will provide additional funding, if required, through the government's equitisation plan for Phu Quoc Airport and the proposed partial privatisation of Hanoi Airport terminals.

Feb-2015. 

27-Feb-2015. Vietnam's Transport Minister Dinh La Thang outlined the USD5.2 billion first phase investment plan for Long Thanh International Airport. The investment breakdown, as stated by Mr Thang, is as follows;

• Official development assistance (ODA) funding programmes are expected to contribute approximately USD1.3 billion;
• State budgetary allocations will contribute approximately USD578 million;
• Airports of Corporation Vietnam (ACV) is expected to invest approximately USD3.2 billion to the project.

26-Feb-2015. Vietnamese Ministry of Transport (MoT) confirmed that the budgeted overall construction costs for the Long Thanh International Airport project decreased from USD18.7 billion to USD15.8 billion, following a review of principle unit costs and projected scope of investment. The designated land plot for the airport project was revised during the congressional hearing held on 26-Feb-2015, from 5000ha to 2750ha in size. The reduction in site size facilitated a reduction in land clearance costs to USD9.5 billion. The Ministry confirmed phase one works are estimated to cost USD5.2 billion following the review, down from USD7.8 billion previously outlined in the capital investment plan.

25-Feb-2015. Vietnam's Ministry of Transport revised its estimates for first phase developments outlined in the Long Thanh International Airport investment proposal, reducing construction costs from USD7.8 billion to USD6.6 billion. In the new project proposal, MoT plans to construct only one runway in the first phase, instead of a two runway system as previously stated in the original development plan. Vietnam Air Traffic Management Corporation's CEO Dinh Viet Thang advised Long Thanh Airport's proposed handling capacity capacity will remain at 30 million passengers p/a, despite the changes.

22-Feb-2015. Vietnam's standing committee of the 13th National Assembly will address the proposed Long Thanh Airport project during a three-day congressional hearing between 25-Feb-2015 and 27-Feb-2015. The committee will reportedly revisit the Ministry of Transport's investment and construction plan for the new airport.

Jan-2015. Vietnam's Ministry of Transport (MoT) invited Japan Airport Consultants to present the Long Thanh International Airport project to the National Assembly's congressional review, according to Transport Minister Dinh La Thang. Mr Thang advised that the Japanese consulting company assisted ACV with the revised development proposal and could clarify the investment initiatives surrounding the project.

Vietnam's Economic Committee called on the Ministry of Transport (MoT) to clarify investment plan initiatives for the proposed Long Thanh International Airport during a congressional meeting held on 20-Jan-2015. According to committee chairman Nugyen Van Giau, the state requires clarification on capital structure programmes, investment and procurement costs, as well as the projected socioeconomic impacts. The Ministry would also need to justify why it rejected plans to expand Ho Chi Minh City Airport, as stated by Mr Giau.

Dec-2014. Vietnam's Congressional Economic Committee requested a meeting with the Airports Corporation of Vietnam (ACV) regarding the proposed Long Thanh International Airport. The committee stated it requires clarification on scalability, projections, management and its effects on air traffic operations at the existing Bien Hoa Air base and Ho Chi Minh Airport.

Nov-2014. Vietnam's National Assembly has suspended talks regarding the proposed Long Thanh International Airport development, opting to revisit the USD18 million project in the next congressional hearing in 2018, according to MP Dang Ngoc Tung. Despite receiving reported bi-partisan support, the proposed airport will be tabled due to concerns over the country's public debt issues.

Vietnam's National Assembly will most likely suspend the Long Thanh Airport project due to state budget "pressure" and concerns of rising public debt, according to Economic Committee member Le Nam. Mr Nam stated: "People, economists and Congress have not agreed with the construction of Long Thanh Airport and rightly so, because the greatest pressure for this project is the [difficult] state budget situation and [rising debt]." 

Vietnam's Defence Minister General Phung Quang Thanh called on the National Assembly to provide in-principle approval for the Long Thanh International Airport project, stating: "If we delay the project now, it will affect the economic development of the country". Mr Thanh said the project is an investment to the aviation industry and will be "essential" for the country. The General noted the major project will require the Government to borrow approximately VND47.85 trillion (USD2.25 billion) through development loans. However, Mr Thanh advised: "When you do not have sufficient capital, you’ve got to borrow more. If a loan is meant to invest in traffic infrastructure and is payable, that loan is necessary."

Oct-2014. Vietnam's Transport Minister Dinh La Thang amended the Ministry of Transport's (MoT) investment plan for its Long Thanh International Airport project, following concerns the project will affect the country's profitability. Mr Thang advised the new investment plan will reduce the Government's state capital investment from approximately VND22 trillion (USD1 billion) to VND19 trillion (USD900 million). The Government also recommended the privatisation of Airports Corporation of Vietnam and its subsidiaries, estimated to be worth VND5 trillion (USD234 million), to cover further expenses. 

Long Thanh International Airport is "necessary" but not "urgent", according to National Assembly vice chairman Nguyen Duc Kien. Mr Nguyen noted the USD18.7 billion facility will be dependent on debt facilities and major state funding programmes, stating a careful review process is necessary "to ensure the use of state capital is most efficient, not how much money to raise."

The Ministry of Transport said that Aéroports De Paris Ingénierie (ADPi) will not allocate funding for the Long Thanh Airport project but that Aeroports de Paris Management Company (ADPM) has expressed interest in contributing USD500 million to the development, and to develop a JV investment of USD1 billion with banking partners to construct a passenger terminal and support infrastructure.

France's Aéroports de Paris (ADP) confirmed its subsidiary, Aéroports De Paris Ingénierie (ADPi), has not pledged any financial committment to the Long Thanh project. 

France's Aéroports de Paris Ingénierie (ADPi) will allocate approximately USD2 billion to finance the Long Thanh Airport project, according to Vietnamese Deputy Transport Minister Pham Quy Tieu. Mr Tieu stated the ADPi is committed to providing the loan under an official development assistance agreement.

Vietnamese Deputy Minister of Transportation Pham Quy Tieu confirmed that the Japanese Government has not signed an official development assistance contract to finance the Long Thanh Airport development, following a report the Japanese will pledge USD2 billion for the project.

Long Thanh International Airport will cost USD18.7 billion in total, as confirmed by Transport Minister Dinh La Thang. The Ministry of Transport updated its project investment report to include estimations for all three phases of the airport. According to the report, the first phase will cost approximately USD7.8 billion, second phase is budgeted at USD3.8 million and the third will cost approximately USD7 billion.

Vietnam's Ministry of Transportation (MoT) unveiled its revised Long Thanh Airport investment plan. The Ministry advised the project will cost approximately USD7.5 billion, excluding the construction of military facilities at the airport. This is a revision of previous estimates. Airports Corporation of Vietnam has proposed a mixed capital investment strategy featuring government grants and a public-private partnership programme (PPP) to finance the development. MoT outlined state budgetary funding programmes such as Government bonds and official development assistance (ODA) grants will cover approximately 48.7% of the total investment to USD3.8 billion, while a joint-stock initiative and the PPP programme will cover approximately 51.3% to USD3.7 billion. According to the Ministry, the investment plan includes a land acquisition budget of VND18.5 trillion (USD870.75 million) for site clearance and compensation claims.

Vietnam's Ministry of Transport (MoT) approved the use of public-private partnership investment programmes to develop the new Long Thanh Airport following the successful review of the PPP draft. The Ministry of Planning and Investment reportedly will approve the PPP law, allowing the regulation to be in effect from as early as Jan-2015. 

Vietnam's Deputy Transport Minister Nguyen Hong Truong estimates construction works for the Long Thanh International Airport project will cost approximately USD18 billion in total.

Vietnam's Transport Minister Dinh La Thang will formally request the National Assembly to approve the Long Thanh International Airport project in late Oct-2014, as confirmed by the Ministry of Transportation. 

Vietnam's Government will require the Ministry of Transport (MoT) assistance in finding capital sources for the Long Thanh International Airport to achieve National Assembly (NA) approval, according to NA Vice Chairwoman Nguyen Thi Kim Ngan. The Economic Committee deputy chairman Nguyen Van Phuc advised the MoT will need to clarify its project funding programme, stating: "This project is supposed to use funds from the state budget and loans from international agencies in the context of rising public debts and a strained budget, so the funding must be considered carefully." Mr Phuc commented on the MoT's investment capital report as "an estimate" which understated the true cost of the budgeted USD7.8 billion airport project. The National Assembly's Ethnics Group Council chairman Ksor Phuoc supported the project but expressed similar concerns over funding. Mr Phuoc stated: "The house decided not to issue government bonds in 2015, so where will the funds come from? It is important to clarify that question at the upcoming session of the assembly." The NA will reportedly vote on the airport project in the upcoming committee session on 20-Oct-2014.

Vietnam's Government approved the Long Thanh International Airport project, according to the Minister and Chairman of the Government Office Nguyen Van Nen. The Ministry of Transport reportedly is calling for domestic and foreign private companies to invest in the project under a public-private partnership programme.

Sep-2014. ACV submitted an updated investment plan for the USD18 billion Long Thanh Airport project. The projecr evaluation council highlighted three issues with the project, related to the investment and financing for the project. According to the revised investment plan, the proposed airport will receive financial assistance in two payments to coincide with the project's first phase development programme, scheduled to commence in 2016. ACV plans to finance the USD5.6 billion initial construction costs with official development assistance (ODA) grants, bonds and Government funding programmes expected to generate USD2.7 billion in total. The initial investment will cover main airfield construction works including the runway, taxiways, an aircraft parking precinct and electrical and water developments. A public-private partnership programme will generate an additional USD2.9 billion to cover construction costs for the passenger terminal building and MRO facilities by 2023.

Aug-2014. Ho Chi Minh City's People’s Committee is looking to fast track approval for the construction of the airport. People’s Committee deputy chairman Nguyen Huu Tin said: “The existing infrastructure will be overwhelmed if Tan Son Nhat Airport’s handling capacity is raised from the present 20 million passengers to 25 million per year.”

Jun-2014. The Civil Aviation Authority of Vietnam(CAAV) stated the Long Thanh Airport project could proceed as scheduled following reports the Japanese Government will reconsider providing an Official Development Assistance (ODA) grant to construct the facility. CAAV's director general Lai Xuan Thanh advised the Japanese government will reassess its investment following allegations of corruption between Vietnam Railways and Japan Transportation Consultants. However, Mr Thanh stated the development can progress as the project will not be dependent on Japan's ODA. The director general advised the ACV is scheduled to submit the airport proposal to the country's National Assembly in Oct-2014. Construction for the proposed Long Thanh Airport is expected to commence in early 2016.

Apr-2014. The Ministry of Planning and Investment advised Airports Corporation of Vietnam (ACV) to amend its Long Thanh International Airport development proposal. The Ministry stated the proposal failed to address whether the new facility could meet regional traffic needs. The report also failed to highlight potential limitations and obstructions the project could encounter. The ministry expressed the importance of clarification and adequate detail in achieving government approval due to the size and scope of the project. The ACV are advised to resubmit an amended project proposal by 10-Apr-2014.

Long Thanh international Airport project gained approval of an evaluation council to go before the Government and the National Assembly. 13 of 16 members of the evaluation council voted in favour of the project, which permits Airports Corporation of Vietnam (ACV) to send the project to the Government for consideration before it is passed to the National Assembly for discussion at its next sitting slated to open in May-2014, the Civil Aviation Administration of Vietnam said. However, the council raised three issues with the project, related to the investment and financing for and in the project and as to why ACV could construct one not two runways.

Feb-2014. The Vietnamese Government requested official development assistance from Japan's Government to provide funds for the construction of Long Thanh International Airport. The request follows a working session between the Dong Nai Province People's Committee and Japan's Deputy Consul General Yakabe Yoshinori. Construction is expected to commence in early 2016.

Jan-2014. Ho Chi Minh City and Dong Nai Province People's Committees again requested the country's government bring forward construction of Long Thanh International Airport to relieve congestion at at Ho Chi Minh City Tan Son Nhat Airport and support the economic development of Dong Nai. The first stage of the Long Thanh Airport project is currently scheduled to be complete in 2020.

Jul-2013. Airports Corporation of Vietnam chairman Nguyen Nguyen Hung called for construction of Long Thanh International Airport to be accelerated to relieve congestion at Ho Chi Minh City Tan Son Nhat Airport, which is forecast to exceed its capacity of 25 million passengers p/a by 2020. The USD7.8 billion Long Thanh Airport is designed to have ultimate capacity for 100 million passengers and five million tonnes of cargo p/a. Construction is scheduled to commence in 2015 and the airport may be operational by 2024.

Long Thanh International Airport’s construction could commence in 2014 if Japan Airports Consultants’ report is submitted and approved at an Oct-2013 parliamentary session, according to Airports Corporation of Vietnam chairman Nguyen Nguyen Hung. Mr Hung said the airport’s estimated cost would be more than 50% financed through Official Development Assistance loans and public funds. The airport’s capacity could increase to 52 million p/a by 2030 with the addition of a third runway.
