PASS: Proposal to shift ATC responsibility away from FAA 'risky and unnecessary'

Professional Aviation Safety Specialists (PASS), a union representing 11,000 employees at US FAA, expressed (16-Mar-2017) concern of the White House FY2018 budget blueprint including language to shift ATC responsibility from the FAA.
