India's DGCA proposes 'zero tolerance' pre-flight breath tests

India's Directorate General of Civil Aviation proposed 100% pre-flight breath analysis tests for the entire crew of all scheduled domestic and international services operated by Indian carriers as part of a "zero tolerance" policy (Times of India, 21-Sep-2010). Currently, scheduled airlines are expected to test 60% of crew pre-flight on a random basis.
