IATA regional VP for the Americas Peter Cerdá said at Wings of Change Americas 2026 that high taxes and regulatory complexity constrained Latin American aviation, and called Lima’s transfer fee “another setback” that diverted connecting passengers to rival hubs.1 LATAM Airlines Peru CEO Manuel van Oordt linked route suspensions and cancelled launches from Lima to the introduction of the Unified Airport Use Fee for international transfers, which took effect on 07-Dec-2025.2 Lima Airport Partners cited new long-haul and regional services and argued the transfer fee did not solely determine route decisions, pointing to its commercial incentive policy to support frequencies and new routes.3
