Groupe ADP previously published an Economic Regulation Agreement proposal for 2027-2034, centred on an EUR8.4 billion phased investment programme and an assumed 1.6% average annual traffic growth, lifting Paris airports' capacity by 18 million passengers.1 In Ireland, Opportunity Green-commissioned analysis warned Dublin Airport could exhaust its remaining 27 million tonnes CO2 allocation through 2050 by 2034, while daa argued aviation emissions were managed under international agreements rather than set by airports.2 London Heathrow Airport CEO Thomas Woldbye said passenger growth trailed the European average because the airport was "full", and urged UK Government and CAA decisions in 2026, including a draft Airports National Policy Statement by summer 2026, to unlock private funding and target planning permission by 2029.3
