NEATS was launched by EUROCONTROL and the European Commission in Oct-2025, with the initial release only allowing aircraft operators to enter operational data, and later versions planned to add calculation and reporting functions1 2. A second NEATS version later enabled operators to calculate non-CO2 impacts using their own collected data3. Airlines for Europe argued the science and methodologies for non-CO2 MRV were not sufficiently mature for binding obligations, and urged postponement of any mitigation beyond end-20274.
