Draft emissions scheme could ban operators from EU for non-compliance

European Commission published draft legislation for the inclusion of aviation in the EU Emissions Trading Scheme includes measures that could ban operators from EU airspace if they fail to comply with their obligations under the scheme (AINonline, 01-Feb-2011). Enforcement of an EU-wide flight-ban would require an European Commission directive. Individual EU member states are responsible for ensuring that operators register and implement plans for monitoring, reporting and verifying carbon emissions.
