Carry-on luggage costs taxpayers USD260m: Homeland Security

US Department of Homeland Security announced carry-on luggage is costing taxpayers USD260 million a year (AP, 03-Mar-2011). Transportation Security Administration officers have to inspect more baggage as passengers chose to bypass checked luggage due to fees, stated DHS secretary Janet Napolitano. Ms Napolitano reportedly suggested the carriers pick up this fee instead of the taxpayer.
