India's Director General of Civil Aviation has told the Bombay High Court that as many as 63 airports in India, including those in Mumbai, Delhi, Kochi and Hyderabad, are operating without a valid licence (PTI, 28-Oct-2010).  The court directed the DGCA to take further steps to issue licences for the airports.
