Aviation Services Company d/b/a Riyadh Air ("Riyadh Air"), a foreign air carrier of theKingdom of Saudi Arabia, hereby applies for a foreign air carrier permit and exemption authority(the "Application") pursuant to 49 U.S.C. §§ 41301 and 40109, Part 211 of the Department'sEconomic Regulations, and Subparts B and C of the Department's Rules of Practice inProceedings, to enable it to conduct foreign scheduled and charter air transportation of persons,property, and mail to the full extent permitted under the Air Transport Agreement between theGovernment of the United States of America and the Government of the Kingdom of SaudiArabia.
