Guaruja Airport is an airport development project which was scheduled for completion in 2017. The Secretariat plans to issue 30-year concession for the completion and operation of the redeveloped airport. The facility is planned to be constructed on the existing site of Santos Air Base, located south of São Paulo on the Atlantic coast. The new airport will feature a new runway, extended from 1390m to 1600m runway. An apron, terminal building, access roads and parking facilities will need to be constructed. The latest tender was published in 2019 after several suspension and review. The airport is expected to commence operations in 2H2022 and handle 80,000 passengers in its first year of operation.


Apr-2024. Brazil's Ministry of Ports and Airports announced plans to launch a tender for the construction of a 300sqm terminal at Guaruja Airport. The contract will be worth an estimated BRL3.5 million (USD672,082), with an execution period of five months. 

Feb-2023. Brazil's Ministry of Infrastructure announced plans to invest BRL10 million (USD1.89 million) towards Guaruja Airport's expansion project. The initiative includes construction of a temporary passenger terminal and adapting the runway to handle aircraft with capacity for up to 90 passengers.  

Mar-2022. Brazil's Ministry of Infrastructure authorised Guaruja Airport to commence a bidding process for expansion works. The project will include construction of a new terminal and runway renovation, at an estimated cost of BRL2.4 million (USD497,337.17).

Feb-2022. Brazil's Guaruja Municipality Secretary of Economic and Port Development Paulo Cavini said Guaruja Airport will commence commercial operations in 2H2022. Mr Calvini said the airport will be equipped to handle aircraft capable of holding up to 190 passengers following the completion of expansion works, including BRL5.2 million (USD987,448.20) to build a passenger terminal.

Nov-2021. Brazil's Member of the Chamber of Deputies Rosana Valle announced the approval of BRL10 million (USD1.8 million) in funding for Infraero to invest in equipping Guaruja Airport to handle commercial services. The airport will undergo runway renovation and expansion with the aim of commencing commercial activities in 1H2022.

Apr-2021. Infraero finalised design plans to develop a 302.4sqm modular demountable interim passenger terminal at Guaruja Airport by Jun-2022. The interim terminal will be constructed using 21 demountable buildings and will accommodate up to 24 passengers.

Oct-2020. Infraero CEO Paes de Barros reported the company commenced an engineering survey at Guaruja Airport in late Sep-2020. 

Jun-2019. Guaruja's Government launched a concession tender for the construction of Guaruja Airport. The airport project is divided into two phases. Phase one is a five year concession for the utilisation of an area for the construction of a 700sqm terminal, redevelopment of a car park and a sea pier for multimodal transport. Phase two is a 28 year concession for the construction, including environmental studies and licences, of a passenger terminal and apron. Minimum bid is BRL1 million (USD261,800) and the total project is budgeted at BRL70 million (USD18.3 million) with a first year expected investment of BRL15 million (USD3.9 million).

Apr-2019. Azul aims to commence services connecting Guaruja on 01-Oct-2019, subject to the state of airport infrastructure and operational readiness.

Jun-2016. Guaruja Airport concession and construction tender was launched on 30-May-2016.

Guaruja City approved a bill to privatise Guaruja Airport. Under a proposed concession to be tendered in 1Q2016, a private company will receive a 30-year provisional license to construct, operate and maintain the new airport. The environmental impact study for the Santos Airbase development is subject to approval by the CETESB. Guaruja's Economic Development Secretary Adilson Luiz de Jesus said: "We made a plan [to commence services in] the second half of 2016, we are already with construction site. For extension of the airport, we think the end of 2017."

Jun-2015. Brazil's Civil Aviation Secretariat of the Presidency (SAC/PR) authorised the granting of a 30-year concession for Guaruja Airportwith the bidding process expected to be launched in 2H2015. The planned investment for the project has not been disclosed.
