Tom was a start-up Russian carrier to be based at Tomsk Airport. The carrier was expected to promote the Tomsk Oblast, and develop a local route network. It was expected to secure an Air Operator's Certificate in 2016. CEO Aleksandr Minin confirmed Tom failed to receive an Air Operator’s Certificate (AOC) from the Federal Air Transport Agency (Rosaviatsiya) in Oct-2016.
