EBLA Airlines was a proposed Syrian low-cost carrier, founded by Sama Alsham Group. The start-up proposed services to Kamishli, Kuwait, Al Najaf Al Ashraf, Baghdad, Dubai, Manama, Khartoum, Muscat and Tehran. EBLA received an in-principle notice of approval for an operator's certificate in 2016, however has not launched.
