Breeze Airways, formerly known as Moxy Airways, is a proposed low cost start-up by private investors including David Neeleman, founder of JetBlue and Azul. The new airline plans to operate point-to-point services between secondary airports using C Series aircraft. Breeze placed an order for 60 A220-300 aircraft (scheduled for delivery in 2021) in mid 2018, and plans to launch services by the end of 2020 using leased Embraer E195. Moxy signed a firm order for the A220 fleet in Jan-2019. Breeze Aviation is the corporate holding entity of Breeze Airways, headquartered in Salt Lake City, Utah.

In Sep-2020, Breeze Aviation Group announced plans to launch with scheduled service rather than charter operations and delay its anticipated delivery of A220s until Aug-2021, due to the COVID-19 pandemic. The carrier plans to launch scheduled service on three routes from a southeastern US airport to four points in the northeast from Mar-2021. A revised launch date has not been advised.

On 10-Mar-2021, the US Department of Transportation (DoT) issued a certificate of public convenience and necessity to Breeze Airways authorising the start up LCC "to engage in interstate scheduled air transportation of persons, property, and mail".
