DoT/FAA defiant in efforts to solve New York congestion problems
At the end of Sep-08, the US Government Accountability Office (GAO) looked as if it had put to rest the plan by the US Department of Transportation (DoT) and US Federal Aviation Administration (FAA) to auction takeoff and landing slots at New York regional airports. The Congressional research body formed the legal opinion that the FAA lacked the necessary authority to auction arrival and departure slots, and thus also lacked authority to retain and use proceeds from the auctions.
