The draft amendments submitted by Vietnam's Ministry of Construction included provisions to align civil aviation laws with national policies and international standards, permit private investors to manage airport facilities under legal contracts, maintain state ownership of key infrastructure, and clarify the responsibilities of air carriers and security authorities.
