Vietnam's Ministry of Construction had previously approved plans to increase Tho Xuan Airport's capacity to five million passengers annually by 2030 and to upgrade its facilities for international services, following a request from Thanh Hoa province for investment in a new terminal and infrastructure during 2022 to 20251 2. Airports Corporation of Vietnam also proposed constructing a VND105 billion cargo terminal at the airport3.
