President Trump previously issued a memorandum directing that TSA airport security officers be paid, subject to the availability of appropriations.1 During the shutdown, TSA acting administrator Ha Nguyen McNeill warned it undermined transport security, citing around 480 officers leaving and major airports seeing 40% to 50% staff call-outs, forcing lane consolidations and potentially smaller airport closures.2 Airlines for America backed an executive order to pay 50,000 TSA staff and urged Congress to pass the Keep America Flying Act to guarantee pay during funding lapses.3
