SAP Mobile Services says travel has a unique framework, is highly politically regulated

SAP Mobile Services senior director of value services Johnny Thorsen, speaking at the CAPA Americas Aviation Summit 2016, stated (11-Apr-2016) travel has a unique framework in that it is still highly politically regulated. He said there are conditions that are as yet insurmountable, although "I think you will [eventually] see a virtual airline, selling seats without operating them."
