Myanmar’s airport development agenda previously focused on scaling capacity beyond Yangon, including a planned Hanthawaddy International Airport project with Japanese support, intended to relieve Yangon as it operated above design capacity and to provide initial capacity of 12 million passengers p/a under a USD2 billion master plan.1 2 The Government also pursued upgrades of regional gateways such as Nyaung-u (Bagan), with Pakokku prioritised for larger works to enable international services.3
