ICAO expressed concern that the proposed 2029 expansion of the EU ETS for aviation would undermine the only globally harmonised CO2 measure for international aviation and create duplicative regulation, including potential double charging versus CORSIA.1 Airlines for Europe also opposed any geographical extension, warning it could shift passengers, cargo and emissions to non‑EU hubs, and urged ETS costs and SAF incentives to be aligned with CORSIA.2
