The UK CAA issued a draft decision to let Heathrow Airport Limited recover efficient early expansion costs incurred in 2025-2026, capped at GBP320 million, while Heathrow West Ltd could recover up to GBP4.3 million of early costs incurred up to 25-Nov-2025, alongside independent technical oversight and transparent cost reporting.1 Heathrow told the CAA it would invite jointly appointed independent experts to scrutinise expansion governance boards, as it pursued a GBP33 billion plan backed by the UK Government and CAA.2
