Bolivia pursued bilateral open skies updates with neighbours: it signed air services MoUs with Paraguay and Brazil to modernise long-standing agreements, removing frequency limits and adding scope for dedicated cargo operations.1 2 Bolivia’s DGAC and Paraguay’s DINAC also met on 27-Jan-2026 to revise technical clauses and coordinate safety and facilitation to enable new airline entry between main airports.3 ICAO reported LACAC states signed a MoU in Nov-2025 to extend sixth freedom passenger rights.4
