US DoT granted temporary waivers allowing Delta Air Lines, JetBlue Airways and American Airlines to suspend or reduce selected Cuba services during summer 2026.1 United Airlines separately asked DoT to extend a summer 2026 waiver covering 42 weekly US‑China frequencies, stating US‑China capacity had not returned to pre‑pandemic levels and that DoT managed reinstatement to maintain parity with Chinese carriers.2 American Airlines also sought US‑China and US‑Cuba dormancy/start-up waivers for the 2025/26 winter season.3
