African ministers and regulators reaffirmed commitments to the Yamoussoukro Decision and SAATM at the Aviation Africa Summit in early Sep-2025, citing 38 states committed, 108 new intra-African routes, 19 fifth-freedom expansions since 2022 and an operational dispute settlement mechanism.1 AFCAC Secretary General Adefunke Adeyemi urged governments to legislate “intra-African domestication” by end-2026, including removing capacity/frequency limits and granting fifth-freedom rights on priority corridors.2
