IATA previously warned African governments to reverse rising API/PNR charges, while also backing ECOWAS’ Dec-2025 decision to eliminate aviation taxes and cut select charges by 25%1. IATA also cited Sub-Saharan Africa’s 59.49% average effective implementation of ICAO SARPs across 46 of 48 states, and said USD1 billion of airline revenues remained blocked as of May-20252. Ghana and Angola progressed API/PNR deployments via agreements with Ascent Solutions and SITA respectively3 4.
