Background ✨
ICAO warned the European Commission’s proposed EU ETS expansion from 2029 would undermine the only globally harmonised measure for international aviation CO2 and create duplicative measures, including potential double charging, fragmenting decarbonisation efforts and jeopardising ICAO goals.1 Airlines for America similarly opposed an “extraterritorial and fragmented” approach, despite noting improvements in EU ETS revenue use.2 Airlines for Europe opposed any geographical scope extension, citing competitiveness risks and urging closer alignment with CORSIA and stronger SAF incentives.3
