69 of Japan's 75 domestic airports have not met forecasts

Japan's MLIT reported in Mar-2010 that of the country's 75 domestic airports, 67 airports, or 90% of the total, have not met their passenger forecasts (Yomiuri Shimbun, 25-Aug-2010). MLIT Minister Seiji Maehara recently stated: "We'll review the airport improvement accounts system and basically stop further airport construction."
