Romania's CIAS: CIAS STUDY: DYNAMICS OF COMMERCIAL AIR TRANSPORT PASSENGERS IN ROMANIA (1999-2017)

The Civil Aviation Safety Investigation and Analysis Center (CIAS) presents the results of the study "Dynamics of commercial air transport passengers in Romania (1999-2017)", elaborated in July 2018.

This study focuses on the dynamics of passengers' flow in commercial air transport (airport transport) in Romania and includes statistical data series for 1999-2017 on the number of embarked and disembarked passengers, for both scheduled and non-scheduled flights, interpretation of these data, as well as statistical forecast regarding the dynamics of passengers for 2018-2020.

Results of the study reveals that during 1999-2017 the Romanian airports were transited by a total of 155,490,203 passengers (78,145,247 embarked passengers and 77,344,956 disembarked passengers on scheduled and non-scheduled flights), the trend being one of growth, with an annual average of 1,008,068 passengers and an average growth rate of 114.00% per year.
The increase in the number of passengers is obvious: if in 1999 the total number of passengers was 2,076,594, in 2017 there were 20,221,814 embarked and disembarked passengers in commercial air transport in Romania.

Regarding the share of embarked and disembarked passengers from the total number of passengers of scheduled and non-scheduled flights in commercial air transport in Romania, we notice a relatively uniform distribution of them during 1999-2017, with a slight decrease in the number of disembarked passengers compared to embarked passengers. Of the total number of commercial air transport passengers in Romania during 1999-2017, 50.26% represents the share of embarked passengers and 49.74% the share of disembarked passengers. The only periods of time when the number of disembarked passengers was higher than the number of embarked passengers are 1999-2001 and 2003-2005.

Between 1999 and 2017, 93.55% of the passengers of the commercial air transport in Romania traveled on scheduled flights and 6.45% on non-scheduled flights. However, since 2010 there is an increase in the share of passengers traveling on scheduled flights, the ratio between the annual number of passengers on scheduled flights and the total annual passenger traffic of the commercial air transport in Romania ranging from 95.98% to 98.26%.

On the other hand, the largest share of passengers traveling on non-scheduled flights was registered during 2004-2006, the ratio between the annual number of passengers on non-scheduled flights and the total annual passenger traffic of the commercial air transport in Romania ranging from 14.11% to 20.02%.

Statistical forecast. In order to forecast the annual number of passengers of the commercial air transport in Romania (both of passengers traveling on scheduled and non-scheduled flights) during 2018-2020, retrospective analysis of the statistical data for the period 1999-2017 was envisaged and the method of analytical extrapolation of the chronological data series by using the average annual rate was considered.

As a result, the following estimates were made for the total number of passengers (embarked and disembarked passengers on scheduled and non-scheduled flights) of the commercial air transport in Romania: 25,034,779 passengers in 2018, 28,539,649 passengers in 2019 and, respectively, 32,535,199 passengers in 2020.
