Qatar Airways Group Chief Executive, His Excellency Mr. Akbar Al Baker, has today marked a world first by becoming the first airline leader outside of the European Union to personally address the European Parliament's Committee on Transport and Tourism (TRAN).

This honour provided H.E. Mr. Al Baker with the opportunity to update the European Parliament and the TRAN committee, including its current Chair, Madame Karima Delli MEP, about the ongoing blockade against the State of Qatar by the Kingdom of Saudi Arabia, the United Arab Emirates, the Kingdom of Bahrain and Egypt.

H.E. Mr. Al Baker addressed the audience and distinguished members of the committee, providing a first-hand account of the challenges that have been faced since the start of the coordinated blockade, while highlighting how, against a campaign of isolation, the State of Qatar and Qatar Airways have strengthened their resolve in the face of adversity.

For the first time, H.E. Mr Al Baker gave behind the scenes details on the shock blockade imposed on the State of Qatar. The year 2017 marked a turning point for the State of Qatar, as the country became subject to a ruthless campaign of isolation. Explaining that he was at the IATA (International Air Transport Association) AGM in Cancun when the event's unfolded, a 22 hour return journey ensued to see Qatar Airways GCEO return home to guide his airline in response to this unprecedented act of war. The extreme violations were carried out without provocation and without a mandate from the UN Security Council or any other international body.

The clear intention of the blockading states was to endanger the economy of the State of Qatar by threatening the livelihood of residents, but the State of Qatar and Qatar Airways responded to protect the nation, the people, the economy and the airline's customers.

With 18 air corridors immediately reduced to just two corridors elaborate measures were necessary to assure safe operations in to and out of Qatar. In the middle of the holy month of Ramadan, the normal flow of goods and basic supplies such as medicine, food and water, was dangerously interrupted.

Qatar Airways offices were closed by force and without prior notice by local authorities in the blockade states. These actions, perpetrated without warning and justification, imposed significant human hardship on the families separated as a result. H.E. Mr. Al Baker drew a poignant and stark contrast between the sense of isolation felt by Qatar residents as a result of the blockade and other dark moments in history such as the erection of the Berlin Wall during the Cold War.

During the impassioned speech Mr. Al Baker condemned ICAO (International Civil Aviation Organization) for what he called a "timid and disappointing" response, at the same time he called on the world to condemn such "reckless political manoeuvres that violate fundamental norms of international aviation". As the country approaches the end of one year under the imposed blockade, Qatar Airways has become a strategic pillar to ensure food security in our country.

This is a friendship that will only continue to grow, alongside mutual cooperation, to restore a fair and open aviation regime, supported by good governance and a collaborative rule of law around the world.

"I would also like to personally thank the members of the European Union for their support amidst the extraordinary illegal blockade against my home country, with notable thanks to MEP Mr. Ismail Ertug, who made today's event in Brussels possible."

The TRAN Committee is the leading legislative Committee of the European Parliament responsible for air transport, rail, road and inland waterways, alongside the development of trans-European networks in the areas of transport infrastructure.

Qatar Airways has a strong economic footprint in the European Union and provides direct employment to 1,100 residents, while contracts with manufacturer Airbus are valued at almost 27 billion Euros. The airline currently flies to 31 destinations across 21 member countries of the European Union, connecting passengers to its network of more than 150 global gateways.

Last month, the European Union and the State of Qatar concluded the fourth successful round of negotiations for a Comprehensive Air Transport Agreement, with both sides reaching agreement on 70 per cent of the provisions, including those on safety, security and air traffic management. This follows a 2017 Memorandum of Understanding, signed between the Qatar Civil Aviation Authority and the European Safety Agency, with a view to creating a joint framework on regulatory and aviation safety issues.

Arriving in Brussels from Milan, H.E. Mr. Al Baker had on Monday welcomed the first Air Italy aircraft in new livery to its home country, direct from the Boeing Everett Delivery Centre in Seattle. The inaugural aircraft was the first of nearly 50 new aircraft that will be added to the Air Italy fleet by 2022.

Qatar Airways previously strengthened its commitment to Italy in 2017 with the acquisition of 49 per cent of AQA Holding, the new parent company of Air Italy, while the previous sole shareholder Alisarda kept 51 per cent, a partnership further strengthening Qatar Airways' commitment to Europe.

Qatar's national carrier was voted Skytrax 'Airline of the Year' by travellers from around the world, the airline also won a raft of other major awards at the 2017 ceremony, including 'Best Airline in the Middle East,' 'World's Best Business Class' and 'World's Best First Class Airline Lounge'.

Qatar Airways currently operates a modern fleet of more than 200 aircraft via its hub, Hamad International Airport (HIA) to more than 150 destinations worldwide. Earlier this year, Qatar Airways revealed a host of forthcoming global destinations for 2018-19, in line with its expedited expansion plans, including London Gatwick, United Kingdom; Tallinn, Estonia; Valletta, Malta; and Mykonos, Greece.

ألقى سعادة السيد أكبر الباكر، الرئيس التنفيذي لمجموعة الخطوط الجوية القطرية، خطاباً مهماً عن الحصار في اجتماع لجنة النقل والسياحة التابعة للبرلمان الأوروبي، ليصبح بذلك أول مسؤول رفيع المستوى من شركات الطيران الغير أوروبية يخاطب هذه اللجنة التابعة للبرلمان الأوروبي.

وكشف سعادة السيد الباكر النقاب في خطابه أمام البرلمان الأوروبي ولجنة النقل والسياحة، بما في ذلك رئيسة اللجنة السيدة كريمة دلي، عن الانتهاكات اللاإنسانية وتفاصيل الحصار الجائر على دولة قطر من قبل المملكة العربية السعودية والإمارات العربية المتحدة ومملكة البحرين ومصر.

ولأول مرة، تحدث سعادة السيد الباكر عن تفاصيل تروى للمرة الأولى حول الحصار المفاجئ على دولة قطر، وقال بأن العام 2017 كان نقطة تحوّل في تاريخ دولة قطر، حيث تعرضت البلاد لحملة عنيفة بهدف وضعها في عزلة عن العالم. وأكد سعادة السيد الباكر بأن الحصار قد تم فرضه في غياب أي تهديد من قبل دولة قطر، وفي غياب أية قرارات رسمية من قبل الأمم المتحدة. وأضاف أنه حتى هذا اليوم لم يثبت تورّط دولة قطر في تمويل أية نشاطات إرهابية.

وكان الهدف الواضح لدول الحصار هو زعزعة الاقتصاد القطري من خلال تهديد سبل عيش المقيمين، ولكن دولة قطر والخطوط الجوية القطرية صمدتا في وجه التهديدات من أجل حماية الدولة والشعب والاقتصاد والمسافرين.

وقال سعادة السيد الباكر أن دول الحصار الأربع، وهي السعودية والإمارات والبحرين ومصر، قد قامت بمنع الطائرات القطرية من التحليق فوق أجوائها أو تشغيل أية رحلات إلى مطاراتها. ووصل بهذه الدول الأمر إلى منع الناقلة القطرية من استخدام الممرات الجوية الدولية فوق أجوائها، الأمر الذي أثر سلباً على عمليات الناقلة القطرية بتقليص عدد الممرات الجوية التي تستخدمها من 18 ممر إلى ممرين فقط، فيما انخفض عدد الرحلات اليومية من 600 رحلة إلى 440 رحلة.

وقال سعادة السيد الباكر بأنه تم إغلاق مكاتب الخطوط الجوية القطرية في دول الحصار بالقوّة وبدون سابق إنذار. وشكّلت هذه الممارسات مفاجئة غير سارّة للعديد من العائلات الذين تقطعت بهم السبل نتيجة للحصار. وشبّه سعادة السيد الباكر الشعور بالعزلة الذي أحسّ به المقيمين في دولة قطر نتيجة لهذا الحصار، بالعديد من الذكريات المظلمة والمؤلمة في التاريخ مثل تشييد جدار برلين خلال الحرب الباردة.

كما أكد سعادة السيد الباكر الآثار السلبية التي تسبب بها هذا الحصار على الآلاف من المسافرين، من بينهم مسافرين من الدول الأوروبية. وقال أنه استغرق القطرية عدة أسابيع للتغلب على جميع التحديات التي تسبب بها هذا الحصار الجائر.

وعبّر سعادة السيد الباكر عن خيبته برد فعل منظمة الطيران المدني الدولي (إيكاو) إزاء الحصار المفروض على دولة قطر، حيث وصّف رد فعلها بـ"الخجول والمخيب للآمال". ودعا الباكر العالم أجمع إلى استنكار المناورات السياسية المتهوّرة التي تنتهك المعايير الأساسية للطيران العالمي، فيما أكد بأن الخطوط الجوية القطرية قد أصبحت ركيزة استراتيجية أساسية للأمن الغذائي في دولة قطر بعد مرور نحو عام واحد على بدء الحصار.

وقال سعادة السيد الباكر: " يسرّني انتهاز هذه الفرصة لإلقاء خطاب في البرلمان الأوروبي اليوم، حيث تؤكد مشاركتي اليوم على العلاقة الطيبة التي تجمع الخطوط الجوية القطرية بالإتحاد الأوروبي. ولن ندخر جهداً لتعزيز هذه العلاقة في المستقبل، والعمل على تطوير التعاون الثنائي بهدف تطبيق نظام طيران منفتح وعادل، مدعوماً بالإدارة السليمة وسيادة القانون حول العالم".

وأضاف سعادة السيد الباكر: "أود أن أتقدم بجزيل الشكر لجميع أعضاء الإتحاد الأوروبي على دعمهم المتواصل خلال الحصار الغير قانوني والاستثنائي على دولة قطر. كما أود أن أتقدم بالشكر لعضو البرلمان الأوروبي السيد إسماعيل إرتوغ الذي ساهم بإنعقاد الاجتماع في بروكسل اليوم".

وتعد لجنة النقل والسياحة اللجنة التشريعية في البرلمان الأوروبي، وتتولى مسؤولية الأمور المتعلقة بالنقل الجوي والسكك الحديدية والطرق والمسارات البحرية، مع التركيز على تطوير البنية التحتية لشبكات النقل في أوروبا.

وتتمتع الخطوط الجوية القطرية بحضور قوي في الإتحاد الأوروبي، حيث توفّر وظائف مباشرة إلى 1,100 مقيم في دول الإتحاد، بالإضافة إلى إبرامها لعقود شراء تصل قيمتها إلى 27 مليار يورو مع شركة إيرباص. وتسيّر القطرية حالياً رحلاتها إلى 31 وجهة في 21 دولة أوروبية، متيحةً لجميع المسافرين من هذه الدول الفرصة للسفر إلى أكثر من 150 وجهة حول العالم.

واختتم الإتحاد الأوروبي ودولة قطر الشهر الماضي الجولة الرابعة من المحادثات حول "اتفاقية النقل الجوي الشاملة"، مع اتفاق الطرفين على 70 بالمئة من بنود الاتفاقية، بما في ذلك البنود المتعلّقة بالسلامة والأمن وإدارة الحركة الجوية. وتأتي هذه المحادثات بعد إبرام مذكرة تفاهم بين الهيئة العامة للطيران المدني والوكالة الأوروبية لسلامة الطيران المدني، بهدف إيجاد إطار عمل مشترك حول قضايا سلامة الطيران.

وكان سعادة السيد الباكر قد وصل بروكسل قادماً من مدينة ميلانو الإيطالية، حيث رحّب يوم الإثنين بوصول أول طائرة لطيران إيطاليا بالحلّة الجديدة من مركز بوينغ لتسليم الطائرات في سياتل إلى مدينة ميلانو.

وتعد هذه الطائرة الجديدة الأولى ضمن 50 طائرة تقريباً ستقوم الشركة بإضافتها إلى أسطولها من الطائرات بحلول عام 2022. وعززت الخطوط الجوية القطرية في عام 2017 من إلتزامها تجاه السوق الإيطالي من خلال الاستحواذ على حصة بقيمة 49 بالمئة في إيه.كيو.إيه هولدنغ، الشركة الأم الجديدة لشركة الطيران؛ مع احتفاظ أليساردا، المالك الوحيد السابق للشركة، بنسبة 51 في المئة. وتعد هذه الاتفاقيات دليلاً على حرص القطرية على تعزيز حضورها وخدماتها في أوروبا.

وحصلت الخطوط الجوية القطرية على مجموعة من الجوائز العام الماضي، بما في ذلك جائزة أفضل خطوط طيران في العالم لعام 2017 خلال حفل جوائز سكاي تراكس العالمية لشركات الطيران 2017. كما حصدت الناقلة الوطنية لدولة قطر جائزة أفضل خطوط طيران في الشرق الأوسط وجائزة أفضل درجة رجال أعمال في العالم وجائزة أفضل صالة انتظار لمسافري الدرجة الأولى في العالم.

وتشغّل الخطوط الجوية القطرية أسطول طائرات حديث يضم أكثر من 200 طائرة تتجه إلى أكثر من 150 وجهة رئيسية للعمل والسياحة في أوروبا والشرق الأوسط وأفريقيا ومنطقة آسيا والمحيط الهادئ وأمريكا الشمالية وأمريكا الجنوبية. وأعلنت الخطوط الجوية القطرية في وقت سابق من العام الجاري إضافة العديد من الوجهات الجديدة إلى شبكة وجهاتها العالمية، بما في ذلك: غاتويك لندن في المملكة المتحدة، وتالين في أستونيا، وفاليتا في مالطا، و سيبو ودافاو في الفلبين.
