• Test is free for all arriving and transiting passengers.

You are not required to go through the test if you have one of the following:

• a transfer flight from an international flight to another international
• a negative COVID-19 test taken less than 72 hours before arrival in Finland
• a COVID-19 vaccination certificate
• a doctor's certificate that you've had the COVID-19 disease within the last 6 months

The category indicates if you can travel to Finland without any restrictions or whether restrictions still apply.

Please note, that the Finnish Border Guard updates the country specific status once a week, based on the number of coronavirus incidents in each country, which may change the status and category for the countries.

SCHENGEN COUNTRIES WITH NORMALIZED BORDER TRAFFIC

Schengen countries with normalized border traffic are those with a coronavirus occurrence rate of less than 25/100 000 inhabitants. You can check the normalized border traffic countries from the Finnish Border Guard's website.

NON-SCHENGEN EU COUNTRIES WITH NORMALIZED BORDER TRAFFIC

Non-Schengen EU countries with normalized border traffic are those with a coronavirus occurrence rate of less than 25/100 000 inhabitants. You can check the normalized border traffic countries from the Finnish Border Guard's website.

• You may travel and enter Finland without restrictions.

NON-SCHENGEN NON-EU COUNTRIES WITH NORMALIZED BORDER TRAFFIC

Non-Schengen non-EU countries with normalized border traffic are those with a coronavirus occurrence rate of less than 25/100 000 inhabitants. You can check the non-EU countries with normalized border traffic from the Finnish Border Guard's website.

• You may enter Finland without restrictions if you are a permanent resident of one the non-Schengen non-EU country with normalized border traffic countries and arrive from that country.
• You will go through border control when arriving Helsinki Airport.

RESTRICTION CATEGORY 1

Restrictions category 1 countries are Schengen and EU countries with a coronavirus occurrence rate of more than 25/100 000 inhabitants, and you may travel to Finland with some restrictions. You can check the restrictions category 1 countries from the Finnish Border Guard's website.

• Entering Finland is allowed for:
  • Finnish nationals and their family members
  • Nationals of EU and Schengen countries who are residing in Finland and their family members
  • Third-country nationals who are residing in Finland with a valid residence permit
  • Essential work-related and other necessary travel is allowed with some limitations. Find out more from the Finnish Border Guard's website.
• Transiting via Finland to the person's country of residence is allowed for:
  • Nationals of EU or Schengen countries and their family members
  • Third-country nationals residing in another EU or Schengen country with a valid residence permit
• You will go through border control when arriving at Helsinki Airport.
• The Finnish institute for health and welfare recommends 10-day self-quarantine upon arrival. Read more here.

• When travelling to Finland from a restriction category 1 or 2 between 1 October 2020 and 12 January 2021, the Finnish institute for health and welfare encourages you to take a coronavirus test before your trip.

• You may shorten the 10-day self-quarantine by having a certificate of a negative coronavirus test taken earliest 72 hours prior to travel and having a second test earliest 72 hours after your trip. You may also shorten the 10-day self-quarantine by taking the coronavirus test twice after your trip: the first test immediately after having arrived and the second test earliest 72 hours after the first test. Please note, that both coronavirus test results must be negative.

• If you are staying in Finland for less than 72 hours and you are holding a certificate of a negative coronavirus test taken earliest 72 hours before arriving in the country, a second test and voluntary quarantine are not required.

RESTRICTION CATEGORY 2

Restriction category 2 countries are non-Schengen and non-EU countries which are not included in the list of non-Schengen non-EU countries with normalized border traffic countries. Entering to Finland is very restricted from these countries. You can check the red countries from the Finnish Border Guard's website.

• Entering Finland is allowed for:
  • Finnish nationals and their family members
  • Nationals of EU and Schengen countries who are residing in Finland and their family members
  • Third-country nationals who are residing in Finland with a valid residence permit
  • Essential work-related and other necessary travel is allowed with some limitations. Find out more from the Finnish Border Guard's website.
• Transiting via Finland to another EU/Schengen country is allowed providing
  • You are a national or a family member of national of an EU/Schengen country and returning to your country of residence
  • You are a third-country national residing in another EU or Schengen country holding a valid residence permit and returning to your country of residence
  • If you are a national of a non-EU/non Schengen country, not residing in an EU/Schengen country, the following applies:
    • you can travel via Finland to another EU/Schengen country only if you fulfill one of the Covid-19 entry exceptions granted by your EU/Schengen destination country (and possible transit countries)
    • You have a confirmed booking on the first possible flight to that country
• Arriving from a non-Schengen country and transiting to another non-Schengen country, via Finland, is allowed in the following cases
  • You fulfill the entry requirements of the destination country (and the possible transfer requirements of any further transit countries)
  • You remain in the non-Schengen transit area of Helsinki-airport
  • You have a confirmed onward flight on the first possible flight to the non-Schengen destination country and your baggage has been tagged to the final destination
• You will go through border control when arriving at Helsinki Airport.
