5月13日，民航局召开5月例行新闻发布会，相关负责人介绍4月全国民航安全运行情况和近日新出台的《民航优化营商环境实施细则》（以下简称《细则》）。记者在发布会上了解到，4月，全国航班正常率为97.63%；全货机货运量继续保持较快增长，共完成23.7万吨，同比增长31.1%。
