New Irkutsk Airport is an airport development project which will serve Russia's Irkutsk region. Russia's Transport Ministry will draw from the Irkutsk regional budget for the project. The ministry expects to complete a tripartite agreement with the region and the Federal Air Transport Agency for the construction of the airport.


Jun-2018. Irkutsk Oblast Governor Sergey Levchenko said Novaport will hold a 25% stake in the New Irkutsk Airport construction project and verbal agreements were reached with other investors.

Feb-2018. Russia's Government does not plan to fund the construction of a new airport in Irkutsk, as confirmed by Federal Air Transport Agency.

Aug-2017. Russia's Irkutsk Oblast Government expects to receive RUB23 billion (EUR327.3 million/USD389 million) in federal budget funds for the construction of New Irkutsk Airport from 2022.

Mar-2017. Irkutsk Oblast Government announced a tender for an investor for the construction of New Irkutsk Airport will be issued in 2017. Mr Levchenko confirmed the existing Irkutsk Airport will not be sold. Mr Levchecko also added a new Irkutsk international terminal could be constructed by the end of 2018. 

Jan-2017. Russia's Irkutsk Oblast estimates RUB4-5 billion (EUR62.9 million/USD66.9 million-EUR78.7 million/USD83.7 million) is required for the development of Irkutsk Airport and RUB15-16 billion (EUR236 million/USD251 million-EUR252 million/USD268 million) for the construction of a new airport 25km of Irkutsk. Irkutsk Oblast Chairman Aleksandr Bitarov confirmed preliminary discussions are underway with Novaport about the joint development of Irkutsk airport, "including the old and the construction of the new." The new Irkutsk airport will feature a 4.2km runway.

Oct-2016. New Irkutsk Airport is expected to handle five million passengers, according to Irkutsk Oblast Governor Sergey Levchenko. 

Aug-2016. Russia's Irkutsk Oblast Government will require the investor conducting the modernisation of Irkutsk Airport and small, regional airports in the area to construct a new hub outside of Irkutsk city, as confirmed by Irkutsk Governor Sergey Levchenko. Mr Levchenko said: "We must have a firm guarantee that a new airport will be constructed and this is implied in the agreement with any organisation – whether government or otherwise. The airport must work in modernised conditions, until the opening of the new airport." 

Nov-2015. Russia’s Irkutsk Oblast Governor Aleksandr Bitarev proposed new Irkutsk Airport is positioned outside Irkutsk to avoid adverse weather conditions faced by Irkutsk. Mr Bitarev said: “The airport must be moved out of the limits of the city. Because it is safe, because we will be able to avoid fog.” Mr Bitarev added: “I am unsure that Rostec will invest large amount in the existing airport. We have fog. What investor will invest if they understand the money will come to nothing.” Irkutsk is seeking a private investor for construction of the new airport.

Oct-2015. Russia’s Irkutsk Governor Sergey Levchenko plans to reconsider projects for Irkutsk Airport reconstruction. Mr Levchenko said: “I feel this alternative was selected with a focus on business interests, not the interests of residents of Irkutsk, while I would like for interests of the city and area to be taken into account.” Mr Levchenko added: “A few project planning institutes calculated that some other options are preferable, even from the economic perspective.”

Sep-2015. China’s Alibaba is interested in investing in Irkutsk Airport development, according to Rostec head Sergey Chemezov. Mr Chemezov said the company “is actively participating in discussions, would like to construct a cargo terminal here, this is very interesting for them.” Rostec is seeking investors to pool funds for the reconstruction of Irkutsk Airport. Irkutsk Region plans to make Irkutsk Airport the centre for logistics in the east of Russia, with plans to construct a new runway, logistics hub and visa-free zone.

May-2015. Seoul Incheon International Airport expressed an interest in Irkutsk Airport’s modernisation project along with Rostec and Rosneft after Russia's government signed an order for the handover of Irkutsk Airport to Irkutsk Region.

Jan-2015. 

21-Jan-2015. Irkutsk Region announced plans to make Irkutsk Airport the centre of logistics for eastern Russia. The initiative is supported by the President of Russia Vladimir Putin. The regional government is expected to seek investors to participate in a public-private partnership to invest at least RUB1.1 billion (EUR14.8 million/USD17.1 million) into reconstruction of airport infrastructure and RUB20 billion (EUR268.8 million/USD312.1 million) for construction of a new terminal. The project also includes plans to construct a new runway, logistics hub and visa-free zone. By 2020, the airport aims to handle three million passengers p/a.

16-Jan-2015. Russia’s Ministry of Transport aims to find an investor for the new Irkutsk airport private-public partnership in 2015, as confirmed by Deputy Minister for Transport Valery Okulov. Mr Okulov said: “Commencement of realisation of the public-private partnership project in 2015 will enable the creation of the aviation hub in 2016 and its opening in 2020.” Irkutsk Region Governor Sergey Yeroshchenko noted Rostec and Rosneft expressed their interest in the project.

Mar-2014. Russia's Transport Ministry expects to invest in the Irkutsk regional budget for the construction of Irkutsk-Nev Airport. Deputy Transport Minister Valery Okulov stated the ministry is current working on a tripartite agreement with the region and the Federal Air Transport Agency on the construction of the airport.
