Each of the 2010 ICAO Assembly Resolution and Cancún Agreements were incomplete and fragmented. ICAO's Resolution A37-19 is also fragile, with qualifications in the language used in several clauses, as well as in the form of reservations placed by 44 European States and, for differing reasons, by 19 other States on at least one key paragraph. As a result, none of these States are committed to abide by those clauses.
