National University of Singapore: Too much uncertainty with community carrier concept

National University of Singapore professor Alan Tam, speaking at the 2014 CAPA Asia Aviation & LCC Summit, stated (14-Oct-2014) the community carrier concept, where majority ownership can be divided among a number of countries, is technically allowed but no one "dares" take advantage of it because of "too much" uncertainty and the approval process is still complicated. He also said the difficulty embedded in the ASEAN agreements regarding community ownership of carriers is in the need for subsequent approval by ASEAN member states.
