EU and US making progress on phase II of open skies

EU and US negotiators stated they had made progress on the second phase of an open skies agreement, but a full deal is expected to take "some time" (Dow Jones, 18-Feb-2010). There is a Nov-2010 deadline for the second phase of the EU-US open skies agreement, which was originally signed in 2007.
