CAPA - Centre for Aviation will offer a full week of CAPA Certification courses in Singapore from 24-28 Mar-2014 on topics ranging across Aviation Finance; Aviation Law; Airport business development; Preparing for Human Resources and training needs; Airline procurement best practice; Impact of the ASEAN multilateral open skies agreement; and Fundamentals of aviation. To conclude the week, CAPA's senior analysts will deliver a market outlook on the 2014 hotspots in Asian aviation.

4. The ASEAN Multilateral Air Transport Agreement: Its Impact on Asian and World Aviation: 26-Mar-2014

This course will provide critical analysis and updates on the progress of the proposed ASEAN Single Aviation Market (ASAM) as it affects airlines, regulators and airport planners. Scheduled to take effect from 2015, ASAM will, in fact, not be a fully liberalized market, and provides for only third, fourth and fifth freedom flight relaxations (not seventh freedom or domestic relaxations). In addition, there are hold-outs among major ASEAN countries, and ownership and control restrictions remain. Nevertheless, innovative LCCs have found clever methods to get around the restrictions, and this course will explore how some of these methods are "pushing the envelope" in liberalizing ASEAN skies.

7. Introduction to Aviation Law: 28-Mar-2014

About the course:
This essential introduction to the public law issues confronting practitioners and employees generally in the aviation industry is delivered jointly by, Dr Alan Tan of NUS and CAPA Executive Chairman, Peter Harbison. The course will cover the legal foundations of the industry, from the Chicago Convention, through bilateral agreements, the basis of regulatory principles and how the major multilateral conventions are established; it will also analyse antitrust/competition law issues relating to airline alliances in the Asia-Pacific region. In particular, the ANA-UA and JAL-AA "metal neutral" determinations by the Competition Commission of Singapore will be discussed. It will cover the European Union's attempt to extend its Emissions Trading System (ETS) to aviation - and where this may lead. There will also be a discussion of some private air law issues relating to the 1999 Montreal Convention.
