Urumqi Airlines applies for air operator's certificate

HNA Group's Urumqi Airlines filed (29-Jul-2014) an application to CAAC Xinjiang Regional Administration for its public air operator's certificate. Details include:

  • Total investment: CNY3000 million (USD492 million). HNA Group will be the controlling stakeholder with 70% holding with investment in cash or in kind while the remaining 30% will be contributed by Urumqi Urban Construction Investment in cash;
  • Business type: Limited liability company;
  • Person in charge of JV: Zhang Jingsheng, GM Hainan Airlines Xinjiang branch;
  • Airport base: Urumqi Diwopu International Airport;
  • Business scope: Licensed for domestic (including Hong Kong, Macau and Taiwan) and international passenger and cargo transportation businesses;
  • Approved fleet: Two Boeing 737-800s (by investment) and one 737-700 (by leasing) from HNA Group;
  • Other approvals:
    • Sign an agency agreement on ground services with Xinjiang Airport Group Co Ltd and Xinjiang air traffic control station of Air Traffic Management Bureau, while CAAC has agreed to provide civil aviation communication, meteorology and flight information for the airline;
    • CAAC Xinjiang Regional Administration assigned 130.65MHZ as its management channel frequency;
    • Assigned "CUH" code and "LOULAN" as English radio call sign;
    • Employ "UQ" code and "886" code for accounting
  • Source of professional and technical personnel: approved to introduce 38 pilots, 28 maintenance staff, seven flight dispatchers, 60 flight attendants, seven welders and 30 safety personnel from HNA Group for the initial operation. [more - original PR]
