Philippines adopts 'implementing rules' on open skies policy

Philippines' Civil Aeronautics Board (CAB) formally adopted the final implementing rules and regulation (IRR) of the Executive Order 29 on 06-May-2011 (Xinhua, 06-May-2011). Under the IRR, the local air panels may offer and promote third, fourth or fifth freedom traffic rights to foreign carriers without restrictions on frequency, capacity and type of aircraft and other arrangements to and from any of the Philippines' secondary gateway.

Cebu Pacific criticised the policy, saying the disregard for reciprocity with other countries may jeopardise the growth of Philippine carriers, adding: "We can compete with foreign carriers if given a level playing field of equal and reciprocal traffic rights. This level playing field is vital for [our] continued viable existence" (Philippine Daily Inquirer, 08-May-2011).
