Sub-Saharan region makes progress in ATM modernisation: ICAO

ICAO's ATM section chief Chris Dalton insists there are no "black holes" in Sub-Saharan airspace when it comes to flight management and safety (IHS Jane's, 23-Oct-2010).

ICAO: "When armed conflicts, industrial action or natural disasters occur in Africa and places need to be avoided, then states put in place contingency plans to deal with these issues. For instance, in the early 1990s the conflict in Somalia was seen to be worsening and it was agreed that air traffic services should be provided for Somali airspace out of Nairobi, Kenya, because of danger to operators on the ground in Somalia.
